When you "buy" them from a priest of balthazar you only unlock them on your account. If you are using a PvP character, they should show up in your skills window. But if you are using a PvE character, you have to go to the respective campaign and buy it from any skill trainer.

Perhaps you're talking to a trainer of a wrong campaign or trying to learn skills from a town for a secondary profession you do not posess?

In that case, it's elite and can either be captured (in which case you wasted the faction) or learned using an elite tome (in which case you didn't, but need a tome).

You buy one from another player or get one as a drop/chest reward in Hard Mode. Prices vary depending on the profession - from 2-3k for Assassin Elite to 12-15k for Ritualist Elite. Ask around for the correct price in several locations to avoid overpaying.

Tomes are avaialble via trade with players, occasinal drops from PvE foes, occasional drops from HM chests, or via silver zoins in GTOB

Unlocking skills from Priest of Balth only benifits PvP players DIRECTLY - they can use/equip unlocked skills in PvP mathces. However, ALL unlocked skills on your ACCOUNT are available to your heros (which is now PvE only -LOL) so that benefits PvE players INDIRECTLY.

In retrospect, I kinda feel sorry for all those PvP'ers that wasted balth on skills for heros only to have them nerfed out of PvP existence. So many lost zkeys....
